I initiated the establishment of the International Language Organization, and I request Cambodia to establish the headquarters of the International Language Organization in Phnom Penh, the capital of Cambodia.

1. 2. The main tasks of the International Language Organization: A. Dear Cambodian leaders and people, the birth of the International Language Organization has many benefits for mankind. The International Language Organization will promote the development of human language to a highly civilized level. Highly civilized languages, or advanced languages, have the following functions:
1. Advanced languages can promote the development of human brains, more agile thinking, and stronger cognitive abilities.
2. The human knowledge system expressed by advanced languages is more reasonable, and it is easier and richer for humans to master knowledge.
3. The vocabulary of advanced languages promotes the excellent culture of all countries and nations in the world, and human society will be better and nobler.
4. Advanced languages can stimulate human potential.

7. Advanced languages themselves have scientific rationality, and it is very easy to learn advanced languages.
8. Advanced languages do not exclude languages of various countries, and advanced languages coexist with languages of various countries in the world. All countries and nations can use advanced languages to spread their own national languages and their own excellent cultures.
9. High-level languages are non-profitable languages. They serve the progress of all mankind, not just any country.
10. High-level languages are essential for human evolution to a highly civilized historical stage and are tools for human progress. High-level languages are languages that everyone should master. Only high-level languages are suitable to become the world's universal language. Everyone masters high-level languages while mastering their own mother tongue. High-level languages become the second mother tongue and common mother tongue of people all over the world.
Dear Cambodian leaders and people, the establishment of an international language organization in Cambodia will bring many benefits to Cambodia:
1. Phnom Penh will become a language holy place for the whole world, just like Jerusalem and Mecca are religious holy places.
2. Phnom Penh will become an international metropolis like New York, USA.
3. The international language organization has promoted significant progress in human language. The dawn of the future highly civilized historical stage of mankind has risen in Cambodia. This is Cambodia's contribution to the progress of human history. This is Cambodia's glory. Cambodia will be respected and paid attention to by the whole world. Cambodia's popularity in the world will increase, its international status will increase, its international influence will increase, and its international exchanges and friendship will increase. On this basis, Cambodia can develop international service industries, including education, medical care, tourism, finance, and Internet information services. (A) The establishment of the international language organization in Phnom Penh will support Cambodia's language university to become a world-class language university. Linguists who participate in the research of the international language organization can be invited by the Cambodian language university to become honorary professors. If there is no language university in Cambodia, then a new one can be built, or other universities can be renamed Phnom Penh Language University. (B) The International Language Organization supports the Medical University of Cambodia to become a world-renowned university. After the International Language Organization was established in Cambodia, the International Language Organization helped the Medical University of Cambodia to invite world-renowned medical scientists to become honorary professors, and the Medical University of Cambodia will become a world-renowned university. The affiliated hospital of the Medical University of Cambodia will also become a world-renowned hospital, providing medical services to the world, with an estimated annual income of 100 million US dollars. The International Language Organization held a seminar on linguistics related to the human body, and the International Language Organization invited world-renowned medical scientists to participate in the seminar. The Cambodian Ministry of Health can invite medical scientists who attended the meeting to give lectures at the Medical University of Cambodia and appoint them as nominal professors. The price of land around the headquarters building of the International Language Organization will rise in about 10 square kilometers. This is an opportunity for capital companies to invest in real estate around the International Language Organization. 7. The world's top linguistics journals organized by the International Language Organization will give priority to publishing papers by Cambodian scholars. There will be many Cambodians who will become the world's top linguists. Universities around the world recruit professors, and the chances of Cambodian linguists being hired will increase. 8. The International Language Organization holds about ten global seminars on human language issues every year. Each seminar has about 500 linguists and scientists from other fields from all over the world. A total of about 5,000 scientists come to Cambodia every year. The International Language Organization often conducts research on topics related to the progress of human language. The world's highest linguistics award established by the International Language Organization is equivalent to the Nobel Prize and will attract worldwide attention.
