(It is recommended that Vietnam become a founding country of an international language organization)
Dear Vietnamese leaders, dear Vietnamese people:
I initiated the establishment of the International Language Organization, and I request Vietnam to establish the headquarters of the International Language Organization in Hanoi, the capital of Vietnam, or in Ho Chi Minh City.
Overview of the International Language Organization:
1. The purpose of the International Language Organization is to promote the great progress of human language, thereby promoting the great evolution of the human brain, thereby promoting the great development of human wisdom and technology, and thus promoting the development of human history to a stage of highly civilized history. This is the sacred mission of people all over the world.
2. The main tasks of the International Language Organization: A. 7. Funding of international language organizations: member states bear the funding, and at the same time, accept donations from all over the world, and the operating income of the international hotel of international language organizations.
Dear Vietnamese leaders and people, the birth of the International Language Organization has many benefits for mankind. The International Language Organization will promote the development of human language to a highly civilized level. Highly civilized languages, or advanced languages, have the following functions:
1. Advanced languages can promote the development of human brains, more agile thinking, and stronger cognitive abilities.
2. The human knowledge system expressed by advanced languages is more reasonable, and it is easier and richer for humans to master knowledge.
3. The vocabulary of advanced languages promotes the excellent culture of all countries and nations in the world, and human society will be better and nobler.
4. Advanced languages can stimulate human potential.
5. Advanced languages can promote human spiritual communication.
6. Advanced languages are dynamically developing, and advanced languages can be continuously upgraded and improved based on the research results of language science.
7. Advanced languages themselves have scientific rationality, and it is very easy to learn advanced languages.
8. Advanced languages do not exclude languages of various countries, and advanced languages coexist with languages of various countries in the world. All countries and nations can use advanced languages to spread their own national languages and their own excellent cultures.
9. Advanced languages are non-profit languages, serving the progress of all mankind, not specifically serving any particular country.
10. High-level languages are essential for human evolution to a highly civilized historical stage and are tools for human progress. High-level languages are languages that everyone should master, and only high-level languages are suitable to become the world's universal language. Everyone masters high-level languages while mastering their own mother tongue, and high-level languages become the second mother tongue and common mother tongue of people all over the world.
Dear Vietnamese leaders and people, the establishment of the International Language Organization in Vietnam will bring many benefits to Vietnam:
1. Hanoi or Ho Chi Minh City will become a language holy place for the whole world, just like Jerusalem and Mecca are religious holy places.
2. Hanoi will become an international metropolis.
3. The International Language Organization has promoted significant progress in human language. The dawn of the future highly civilized historical stage of mankind has risen in Vietnam. This is Vietnam's contribution to the progress of human history. This is Vietnam's glory. Vietnam will be respected and paid attention to by the whole world. 6. The International Language Organization will support Vietnam's language universities to become world-class universities.
7. The world's top linguistic journals organized by the International Language Organization will give priority to publishing papers by Vietnamese scholars.
8. Many Vietnamese will become the world's top linguists. When universities around the world recruit professors, Vietnamese linguists will have a higher chance of being hired.
9. The International Language Organization holds about ten global seminars on human language issues every year. Each seminar has about 500 linguists and scientists from other fields from all over the world. A total of about 5,000 scientists come to Vietnam every year.
10. The development of Vietnam's country and society will also move towards the best direction for mankind.
11. The International Language Organization stipulates that the leaders of the founding countries enjoy the honor and treatment of the lifetime honorary chairman of the International Language Organization.

5，国际语言组织的主要特征：在国家之间建立的国际组织，以会员国的力量搭建和维护的组织，供全世界参与的组织。专门从事推动全人类语言进步的活动。
6，国际语言组织的地位：国际语言组织属于全人类，不属于任何国家的内政管辖，国际语言组织的一切由全人类决定。国际语言组织与任何国家的关系都是外交关系。国际语言组织代表全人类，国际语言组织取得的成绩的大小体现全人类的历史进步程度。
7，国际语言组织的经费：会员国承担经费，同时，接受全世界捐助，国际语言组织的国际大酒店的营业收入。
尊敬的越南领导人和人民，国际语言组织的诞生对于人类有很多好处，国际语言组织将会推动人类语言发展到高度文明的水平，高度文明的语言或者称为高级语言具有下列功能：
1，高级语言能够促进人类大脑更加发达，思维更加敏捷，认识能力更加强大。
2，高级语言表达的人类知识体系更加合理，人类掌握知识更加容易，更加丰富。
3，高级语言的词汇弘扬世界各国各民族优秀文化，人类社会将会更加美好，高尚。
4，高级语言能够激发人类的潜能。
5，高级语言能够推动人类的心灵相通。
6，高级语言是动态发展的，高级语言能够根据语言科学的研究成果不断的升级完善。
7，高级语言自身具备科学合理性，学习高级语言十分容易。
8，高级语言不排斥各国语言，高级语言与各国语言共存于世界。各个国家各个民族，可以利用高级语言传播自己的民族语言，传播自己的优秀的文化。
9，高级语言是无利益语言，为全人类的进步服务，不是专门为哪一个国家服务。
10，高级语言是人类进化到高度文明历史阶段必备语言，是人类进步的工具。高级语言是每个人应该掌握的语言，只有高级语言适合成为世界通用语言。每个人在掌握自己的母语的同时，也掌握高级语言，高级语言成为全世界人的第二母语，共同母语。
尊敬的越南领导人和人民，国际语言组织设立在越南，对越南有很多好处：
1，河内或者胡志明市将会成为全世界的语言圣地，就像耶路撒冷和麦加是宗教的圣地那样。
2，河内将会成为国际大都市。
3，国际语言组织推动人类语言取得了重大的进步，人类未来高度文明历史阶段的曙光在越南升起，这是越南为人类历史进步做出的贡献，这是越南的荣耀，越南将会受到全世界的敬仰，关注。越南在全世界的知名度将会提高，国际地位将会提高，国际影响力将会提高，国际交往和友谊将会增加。
4，越南将会吸引世界各地的人才，科技，资金，资源。我希望，越南成为拉动人类历史进步的火车头。我相信，世界各地的人都会为这个火车头加油点赞。
